This agreement and the voting of Wednesday were possible after 24 hours of almost uninterrupted negotiations, led by the president of the Camera of Representatives, republican Paul Ryan, and the leader of the democratic minority in that chamber, Nancy Pelosi.
The Senate has endorsed its version of this proposal some hours before, the same day, with 72 votes at favor and 26 in against. It includes similar paragraphs to that of the low Camera and resources to fight against the crisis of opioides overdose, among other provisions.
The approval of this measure avoids the closing of the government entities for lack of resources starting from today, and it allows the congress members to move to their respective states during the next days to work in function of the electoral campaign.
If the Capitol had not approved this proposal, most of the programs of the whole federal Government would be without money starting from this Saturday, and only the 'indispensable' employees would continue working without remuneration.
This resolution allowed to avoid a similar situation that took place in October of 2013, when the legislators could not approve the budget on time and around 800 thousand workers were forced to cease their works for several weeks, under a license without salary.
