Havana, Cuba_ Six new norms of superior rank and 14 complementary Resolutions, implement the policy for the improvement of the Self-employment work and its control system, is published this Tuesday in the Official Gazette of the Republic of Cuba in its extraordinary edition number 35, Granma newspaper reports.
According to the Cuban Deputy Minister of Labor and Social Security, Marta Elena Feitó Cabrera, this activity is a form to generate employment. At the end of May there were 591 thousand workers and this figure does not stop growing, even with those 27 activities suspended since July of last year.
This amount represents 13 percent of the employed persons in the country and since the extension of these benefits in 2010, they have added 434 thousand new jobs. They concentrate, fundamentally, in the preparation and sale of food, transportation services, leasing of housing, rooms and spaces and contract workers associated with the first two activities.
The deputy minister recalled that self-employment is endorsed in the Conceptualization of the Cuban model and in the Guidelines for economic and social policy of the Communist Party of Cuba and the Revolution. "It is the will of the government to continue its development," she said.
Parallel to the benefits there were deviations in the implementation of the approved policy, for which it was necessary to design measures, aimed at improving the activity in a general manner. Revision and improvement were in charge of correcting deficiencies, so that no one would be left out of legality.
The Council of Ministers approved a set of decisions, which are grouped into those that respond to requests during this period, regulations to improve the exercise of activities and to strengthen control at municipal, provincial and national levels.
RESULTS
From the 201 current activities, 124 are grouped. With a single authorization a more comprehensive service will be carried out, reduced the procedures and kept the same taxes.
Marta Elena Feitó commented on the new activities. The food processor will have 2 profiles: the restaurant service and appears that of bar and recreation, with drinks, light foods, recorded music, and audiovisuals, with the possibility of hiring services of artistic presentations, one of the claims of that group of workers.
It also appears the category of baker-elaborator, a personality that did not exist as well as the lessor of means of transport.
She pointed out that at the request of the worker and for different reasons, the temporary suspension of the exercise of the activity can be granted, therefore the contributions cease.
Subject to this benefit are the transporters, the motor racing instructor and the lessor of means of transport. The repair of vehicles will now benefit transporters, motoring instructor and landlord of means of transport
It also authorizes the owner with hired workers who need to be absent due to prolonged illness or going abroad, to name one of his employees to represent him and assume the responsibilities.
With the new norm, landlords of premises and spaces are allowed to offer their services to natural and legal persons.
The official added that there are requirements for the granting of licenses in the future, it must include in the application the details of the project and other elements related to the specific activity, according to the different resolutions of the Ministries of Labor and Social Security, Finance and Prices, Culture, Transport, Public Health, Industries and the Institute of Physical Planning.
OTHER DETAILS
There are changes in the taxi services of route, free and high comfort or classic to order them.
The inspections of the activities are multilateral, with representation from each agency. Individual or frequent visits are not authorized.
A single legal body controls the measures if the established requirements are violated, ranging from warnings and fines, to cancellation of licenses. The latter in serious cases such as the existence of drug trafficking, prostitution, employment to young people under 15 which violate principles and International Agreements, signed by our country.
98.4 percent of self-employed workers are included in activities that are included or do not undergo modification.
A minority group of them, 1.6 percent, are not included and must make a determination of what they will do in the future.
The deputy minister, Marta Elena Feitó, emphasized that decision-making by self-employed workers is not going to be done immediately. Once the regulation is put into effect, they have up to 150 days to adjust the activity and make the corresponding change.
For the first time all this group of workers will receive information, sufficient preparation, in addition to the official gazette and complementary resolutions for free.
