Havana, Cuba_ The president of the Councils of State and Ministers, Miguel DÃaz-Canel Bermúdez, led the analysis of the implementation of the Electronic Government and the development of infrastructure and digital services in the country, Radio Reloj publishes.
A report on this meeting of the journalist Leticia MartÃnez Hernández states that in order to increase the effectiveness and efficiency of the Government in its management and also to achieve greater accessibility for citizens in the use of Information and Communication Technologies, Cuba is directing its steps towards the implementation of the Electronic Government.
Currently the Island occupies the position 131 of the ranking of Electronic Government, of 193 countries surveyed, according to the United Nations Organization (UN). The value of the Development Index of the Electronic Government of Cuba is 0.35, being one the maximum possible. To calculate this number are measured factors such as online services, telecommunications infrastructure and human capital.
The largest of the Antilles has designed a projection for the establishment and development of Electronic Government that includes four stages: the presence on the Internet; the interaction of the Public Administration, the Government and the population; the transaction, where electronic payments are used in procedures and services; and the transformation, which includes the participation of the people in the construction of public policies and in the management of the administration and the Government.
On these matters in his most recent control by the Cuban President, the head of state highlighted the importance of this task for the country, which, like others, also needs constant monitoring, both from the Ministry of Communications, as well as from all agencies, entities and Popular Power administrations.
The minister of the sector, Jorge Luis Perdomo Di- Lella, explained that by December of this year it is expected to declare the first stage of the Electronic Government's presence fulfilled, in which all the organisms and territorial governments will have to have public institutional portals, under the domain "gob.cu".
In this regard, the first deputy minister, Wilfredo González Vidal, noted that the main difficulties are today concentrated in the non-existence in some cases of catalogs in line with the services and procedures offered by the agency or entity; information on the planning of activities or events; and a directory with email and institutional contact telephone numbers of executives and officials.
Among the shortcomings of the Cuban web portals, which impact on their positioning and performance levels, he mentioned configuration problems, availability and slow response to requests.
González Vidal informed that they are working on the distribution of a guide of good practices to improve the positioning and performance of the web portals of the government and also of the national ones in a general way.
During the meeting were presented experiences in the development of Information Technology and Communication in the provinces of Artemisa and Mayabeque, especially in the latter with the Services and Procedures Unit of the municipality of Güines, considered among the most important results of the experiment that is applied in the province, with a one-stop shop approach that integrates 106 services and procedures belonging to eight agencies.
DÃaz-Canel considered essential to advance in the computerization of public records, with special emphasis on the Office of Control for the Distribution of Supplies, popularly known as Oficoda, which has important, comprehensive and useful data for other records and processes that are still done manually.
Computerization is one of the tasks that the population will most appreciate, he argued, because it will save paperwork, time, intermediaries and costs. It is assumed, he said, that we are more efficient, that there is more productivity, more performance and, therefore, less people dedicated to paperwork.
Infrastructure and digital services
A 666 navigation rooms and 752 public areas with Wi-Fi increase the services of this type in the country, already covered in all its municipalities.
Meanwhile, the permanent accounts of NAUTA navigation reached the figure of one million 785 thousand and those of electronic mail are around two million 785 thousand.
These numbers were offered by the general director of computerization of the Mincom, Ernesto RodrÃguez Hernández, who also detailed services platforms that are available today and with acceptance by the public, such as CUBA, in www.redcuba.cu, Blogs "Reflejos" , in www.cubava.cu, with 4 thousand 861 active blogs, and the collaborative Encyclopedia "ECURED", which exceeds 185 thousand articles and more than 250 thousand daily visits.
The director also reviewed the work that has been done with the Android Application Center "Akalis.cu, which already has 917 applications and have made about two million downloads.
On the digitization of television it was learned that more than 120 transmitters have been installed so far.
Havana and the provincial capitals already enjoy a high definition signal; and more than seven million inhabitants, 63% of our population, have a standard definition signal.
By the end of August, more than two million receivers had been commercialized, including coding boxes and televisions, around 411 thousand antennas and little more than 10 million 389 thousand meters of coaxial cable.
In addition, work is done on the alternatives for people who need loans or subsidies with which to purchase these products.
