Havana: The new rules for the management of Non-Agricultural Cooperatives (CNA) in Cuba today cover a series of aspects that facilitate this productive system, in the face of island economic development, Prensa Latina publishes.

With the publication today in the Official Gazette of Cuba of new regulations on Non-Agricultural Cooperatives (CAN by its Spanish initials), the island authorities improve the business system and the island economic mechanism.

Decree Law 366 and 356 appear on Friday in this official publication, in addition to two regulations with the numbers 361 and 362 on the CNAs that are in experimental process. Among the novelty it is explained that the CNAs are 'work cooperatives', where the partners have as their main contribution their personal work.

On the other hand, it presents the documents that foster the cooperative's relationship with the territory where it is located, so they pay tribute to the economic and social development of the nation from the territorial scope.

Another recent aspect is to enhance the education and training of members, and define the requirements to be elected president of a cooperative, as well as the reasons for its revocation.

The figure of Partner on Trail is introduced, giving the possibility to evaluate the abilities and qualities of the individual to be a member of the cooperative.

Another novelty is in the documents when establishing ranges for the growth of the number of members of the cooperatives, according to the amount existing at the time the regulation was put into effect.

The long list of new facilities includes as a principle of economic compensation the existence of a maximum limit of three times between the member that receives more income and the one with less, aimed at guaranteeing the fair and equitable distribution of profits.

On the other hand, it is applied the term of time from one year to three to negotiate bonuses or exemptions from the lease of real estate, when the cooperative assumes its repair.

And another interesting topic is the regulation of the participation of the partners in the union sections, facilitating the creation and functioning of these within the cooperatives.

In the relation of novelties, the documents stipulate the possibility of suspending the operations of the cooperative on a temporary basis for a maximum period of six months, due to the detection of problems or deficiencies in management.

They also establish the right to claim before administrative decisions of extinction, the promotion of the use of payment instruments and credits, among other flexibilities.

Current legal norms relate a series of issues that were observed during the first part of the experiment, with the aim of enhancing this productive form are now being improved.
