Havana, Cuba: Imperial geopolitics, security, crisis of hegemonies and poles of world power will focus today the debates of the last day of the V Conference of Strategic Studies that is held at the Center for International Policy Research of Cuba, Prensa Latina publishes.

Representatives of 26 universities between nationals and foreigners, eight research centers and 12 political bodies from different latitudes reflected on the eve on cyberspace in the inter capitalist dispute and surveillance of capitalism in the digitalized world.

Topics such as regionalism, South-South cooperation, new threats in the international order among other topics were also addressed.

In that context, the lawyer of the National Union of Jurists of Cuba, Dorys Quintana told Prensa Latina that respecting International Humanitarian Law (IHL) is to think as citizens of the world to preserve the human species that is in danger with the development of sophisticated and destructive weapons.

The primary purpose of IHL is trying to make the voice of reason heard in situations where weapons silence men's conscience, Quintana explained.

It must be respected by all states as article two of the Geneva Convention states, which obliges the parties to the conflict, even if they are not signatories of the treaty to observe the fundamental principles, she stressed.

War is not human, but unnecessary suffering can be alleviated to civilians and people who are out of combat, said the lawyer.

Quintana urged to promptly regulate new methods and weapons for war in IHL treaties, for example, cybernetics and autonomous artifacts, especially those related to robotics.

Armed conflicts produce deaths, desolation, diseases, pandemics, famine, misery, destruction, forced displacement and even psychological problems, to name a few examples, said the member of the National Union of Jurists of Cuba.

The largest of the Antilles - the lawyer recalled - does not escape the effects of war and the violation of IHL by its adversaries, the resurgence of the economic, commercial and financial blockade imposed almost 60 years ago by the United States is a proof of this.

Washington over IHL seeks to render the people of Cuba hungry and lacking, in fact, in recent weeks, they create obstacles to prevent oil-laden ships from reaching the Caribbean nation in order to paralyze the country, an example of war unconventional, explained the researcher.
