Havana, Cuba_ The National Assembly of the People’s Power agreed to extend the experiment undergoing for more than a five-year period in the provinces of Artemisa and Mayabeque, until the conclusion of the current legislature, with the objective of further consolidating the model put into practice, and achieving the right conditions for its successful implementation and further generalization to the rest of the country, Juventud Rebelde published.
Deputy Leonardo Andollo, vice president of the Commission for the Implementation and Development of the Guidelines, mentioned the partial results of this experience, which separates the management of the Councils of Administration from the Provincial and Municipal Assemblies of the People's Power.
“The improvement of the composition and structure makes possible to strengthen and increase the functional capacity, so it is among the experiment’s achievements. The direction of the assemblies increased the attention and control to the administrations, permanent commissions, popular councils, delegates and population. In addition, the possibility to exercise the functions of government in the territory grew”, Andollo said.
Another result is the independence of the state functions of the business entities and the creation of the local business system at the provincial level, which guarantees the services to the population and economic activity.
It also reduces expenses and gradually introduces the Information and Communication Technologies in the management processes, due to the rationalization of the structure of management bodies and work facilities.
However, Andollo explained that during this time they have identified some deficiencies, many of which are natural in each experiment, but others make it difficult to achieve the expected objectives.
Among the most worrying ones are that local bodies of the People's Power still do not reach efficiency in the state functions of this model, there are indiscipline in the administrations and the prevention and demand of internal and external control is not achieved.
In addition, the logistic companies do not guarantee timely the distribution of resources to their destination, due to organizational causes and the lack of necessary transport and warehousing assurance, especially in the sectors of Health and Education.
"The cadres’ staff is not complete and the attention of the agencies, national entities and provincial and municipal administrations is insufficient to develop the process," Andollo concluded.
At the close of the Eighth Regular Session of the VIII Legislature of the National Assembly of People's Power it was agreed that 2017 will be the Year 59 of the Revolution.
