Mayabeque, Cuba_ The massive and active participation of the workers of Madruga, characterizes the process of analysis of the 2018’s budget that is being carried out in all labor collectives. 

The meetings directed by the trade union sections enforce the maxim that financial resources must be administered objectively and efficiently and each worker must guarantee their rational use.

The budget law as an expression of the country's financial policy, this year is subjected to the tensions caused by the international scenario and in Madruga, the workers' proposals are aimed at eliminating deficiencies.

For example, the non-execution of costs that affect the quality of work, often affects the compliance with investment and maintenance plans, and affects the quality of life of the people.

The plans must be discussed deeply, so that they truly correspond to the activity levels planned in each period. In the health sector, it was advocated to improve the use, control and management of inventories and to use them as sources of the plan to reduce the damage to the economy.

Another consideration of the workers of Madruga,  that is key in this 2018, is the fact that the Municipal Administration can achieve an effective system of control over the directions responsible for managing the budget and a more operative use of the territorial contribution.

The discussion of the budget in the territory that already covers more than 60 percent of the work centers, clearly shows that only a political system like ours is capable of allocating substantial resources to sustain an inclusive social policy, consolidating the gains of the people and advance in the conformation of the national plan of economic and social development until 2030.
