She added: "this is a sign that the effects on the Higher Education system caused by the economic, financial and commercial blockade imposed on Cuba have increased considerably, damaging not only the development of the Island's educational and scientific institutions, but also attacking against the professional growth of researchers, professors and students of both countries".

The lack of access to technologies, equipment and certain investigations is another of the limitations for the correct development of all the potentialities and processes that take place in our centers, Villavicencio Plasencia argued. There are more than 200 Internet websites blocked for the domain.cu, which hinders the investigative and productive activities of the higher education centers. "The blockade also hinders financial transactions, as many banks reject our requests for operations for fear of being fined. We have also been denied access to certain financing by US companies or institutions”, Villavicencio Plasencia said.
