Havana_ The first secretary of the Central Committee of the Communist Party of Cuba, Raul Castro, said on Saturday that for the first time, a plan to conceptualize the country's economic and social model will be submitted to the organization, Prensa Latina reports.

Speaking at Havana's Convention Center, where the 7th Congress of the Communist Party of Cuba (PCC) was inaugurated on Saturday, Raul Castro noted that the main objective of this document is to present and substantiate clearly the main features of the model.

The plan will be a theoretical and conceptual guide to the construction of socialism in Cuba, in tune with the characteristics and efforts, on the basis of Cuba's history, culture, domestic conditions and the international situation, among other aspects.

The principles of the plan are based on the legacy of Jose Marti, Marxism-Leninism, the work of the Cuban Revolution and the thinking of the historic leader of the process, Fidel Castro, added Raul Castro while reading the Main Report to the PCC Congress.

According to Raul Castro, who is also the president of the Councils of State and of Ministers, the theoretic and practical complexity of this plan and its transcendental repercussion in the future suggests that it is not approved in the framework of this Congress.

Instead, we propose to the delegates to continue the debate and to adopt that plan in principle, so that it can be the foundation of the in-depth and democratic process of analysis by the members of the Party and the Young Communist League (UJC), as well as broad sectors of society, he stressed.

Raul Castro pointed out that after that democratic participation; the document will be completed and will be submitted for approval to the Central Committee of the PCC. It will also be submitted to the National Assembly (Parliament), as it is the supreme body of the State's power.
