Havana, Cuba_ Commission 1 of the Seventh Congress of the Communist Party of Cuba addressed the conceptualization of the Cuban Economic and Social Model of Socialist Development with the exposure of the theoretical basis and essential characteristics, as a result of its updating process, the digital site of Mayabeque newspaper publishes.

This theme is carried out since last partisan event. This was a learning journey, resulting from the delegates and invitees’ preparation and their knowledge to analyze a national project.

The debate, presided over by Politburo member Miguel Diaz Canel Bermudez, first vice president of the Councils of State and Ministers, General Ramón Espinosa Martín, Foreign Minister Bruno Rodriguez, also members of the Politburo, Jorge Cuevas, of the Central Committee Secretariat, was characterized by the depth and wisdom in each of the 60 interventions.

Commander of the Revolution, Guillermo Garcia Frias, Leonardo Andollo, Caridad Diego, Elba Rosa Pérez, all members of the Central Committee and specialists of the Standing Committee on Implementation and Development of the Guidelines, also shared with the participants.

Democracy and civil society were issues that illustrated the value of both expressions in Cuban society when the delegate Abel Prieto said that we have an extremely democratic way in which the government has to expose its management to civil society. The minister of culture does it with the UNEAC and the Hermanos Saiz Association, the Higher Education with the FEU. That is the civil society that the United States wants to ignore.

He illustrated the example of the Federation of Cuban Women that discusses with the national television the image of women in that media and assured that the government’s indications are being modified in those discussions.

"It is an organization of our people represented in a non-governmental form, it does not mean not revolutionary," he added.

Prieto grounded the inclusion of the term civil society in one of the paragraphs in the document, based on the principles of socialism that support the model. However, the guest Darío Delgado added that this control of the society is reflected in the text under the same heading and therefore the addition
did not proceed.

The issue of the ownership over the means of production was one of the most debated in the previous processes of this conclave, which since late February through March 5 included 270 delegates and 888 guests in the work of this commission, which provided 1555 interventions.

Matanzas delegate, Eduardo Torres, proposed to incorporate as one of the principles, since private ownership of those means is assumed. In the exchange, Diaz-Canel explained that the principles do not change, so the project conceptualization establish only with that category the socialist property of all the people on the basic means of production, as the main form of the economy and its socioeconomic system.

He emphasized that the non-state sector that promotes the model is not that of a neoliberal society, but that of a socialist society.

Diaz-Canel recalled that the exercise of analysis of the important document in the commission does not mean we are approving anything; we are just taking a project to the militancy of the Party, the youth, the mass organizations and broad sections of the whole society, to discuss it.

The 287 delegates of the committee dedicated more time of discussion to the way of diversifying the offers designed by the state for healthy and outdoor recreation, with the combination of two cardinal elements: to contribute to the education of preferences and to ensure the variety of options depending on the different levels of purchasing power, proposed by Rene Gonzalez Sehwerert, Hero of the Republic of Cuba, participating in the Congress as a guest.

Mayra Martinez, delegate for Granma, considered that this principle should also respond to the need to cultivate beauty and at the same time, the diversification of recreational options should respect the habits, preferences and traditions of the different segments of our population.

This proposition was validated by Yoel Queipo, delegate for the capital, and several of those present. Queipo based the entirety of it and the impact they will have for the country's future decisions emanating from this Commission.

In that sense, Yanet Alarcon Pilon, from Granma, argued the convenience of approving this proposal, because it manages to encompass what in other was out of sight.

“An example of this are that rural communities, like which I live in, have very different characteristics to those of the urban enclaves, and in a proposal of conceptualization these details cannot be neglected," Alarcon Pilon said.

Regarding the variety of purchasing power, the delegate Abel Prieto, talked about the reality of a group of options that require greater purchasing power. But what our state must guarantee options for those without that level of income. He also proposed to include in the document the work to influence the preference of the dissimilar segments.

Meanwhile, Alfredo Carbonel, from Camagüey, offered his considerations in relation to the importance of leaving explicit this theme in the conceptualization, because otherwise we would be back to reality and, recognizing it, everyone can identify the offers their incomes allow them to access. The important thing is to guarantee more modalities for those who have less and the quality of those options.

Miguel Barnet, delegate for Havana, expressed that the socialism has to ensure the highest quality of the entertainment offers, designed by and for its end users.

The Commission approved to enrich this section in general, from the observations made and what was approved at this point.

The need of not rejecting any of the actors who are actively involved in comprehensive training of values of the new generations, the family, the school, the educators and the community also raised great exchange among the participants, because in that chain, each link plays a leading role in the achievement of this principle, that is why the State promotes a permanent link between them in constant consolidation.

The delegate for Havana, Aracelys Gonzalez Diaz, suggested to incorporate the Public Health to the list of key areas in this projection,based on the vast amount of contributions of this sector to our country.

Pelayo Terry Cuervo, delegate for the capital, shared with the participants his ideas about the chapter concerning social communication as a strategic resource. And in that respect he expressed that the service of the public participation should not be limited without explicit the discussion, because not always that one participates in a space the discussions and exchanges are useful.

He also suggested that the document will include legal norms that could influence in the future in the regulations inherent to the drawn policy for media and communication activity grosso modo, as a possible Communication Law that is already being studied. The proposal was unanimously approved.

Luis Rodriguez, invited from Havana, insisted on the recognition of Cuba as a nation of law. Different views, concerns and proposals dealt with in this direction.

Given the heterogeneity of criteria, Bruno Rodriguez and Diaz Canel recalled that this is one of the topics that will be prioritized ahead of the announced constitutional reform, and the most prudent regarding the State of law, would be to dedicate the study and space for the debate that such a significant issue warrants.

Other themes under discussion were the qualities of a direction cadre, the maximum attention to the defense of the country, the importance of improving the budgeted system and its remuneration as well as the strengthening of the role of science.

Alfredo Carbonel, from Camagüey, praised the urgency of putting in the foreground the formation of human resources because that has been the main strength in resources of our country throughout the revolutionary process; an idea that was also defended by Marcia Cobas, from Mayabeque, and the Minister of CITMA, Elba Rosa Pérez.

Today the commission will analyze the Central Report to the Congress during the morning and in the afternoon it will present the result of its first working session.
