Havana, Cuba_ The resolution on the Central Report to the Seventh Congress of the Communist Party of Cuba, presented by Army General Raul Castro Ruz, First Secretary of the Central Committee, was adopted today in the plenary session of the event, the Cuban News Agency publishes.

The delegate Miguel Diaz-Canel Bermudez, read the text in the presence of the the 993 delegates and 280 guests to the meeting and proposed the plenary to pass the report, which received unanimous support.

The resolution confirms that the Central Report is an expression of the historical continuity of the Revolution and the teachings of its leader, Fidel Castro Ruz.

It reflects with courage, objectivity, sharpness, clarity and critical sense, the work carried out during these five years and defines the future challenges for the country, while conveys confidence in the updating of the prosperous and sustainable socialism we are looking for.

The document identifies the outdated mentality as the main obstacle leading to inertia and lack of confidence in the future, along with other shortcomings that persist.

In the text, read by Diaz-Canel, it appear as deficiencies the lack of preparation, requirement and control and the lack of prevision and initiative of cadres and officials responsible for carrying out the tasks of updating the economic and social model.

The Politburo member said it is a step forward, a proposal for conceptualizing the economic and social model which we aspire to, attached to the bases of the national development plan until 2030.

"These documents give the Party, the State and the Government, a tool to discuss and seek the necessary consensus to take the most important decisions in the future”, Diaz-Canel said.

He added that Raul’s statements in the Central Report make clear that the construction of a prosperous and sustainable socialism will never involve the sacrifice of sovereignty, nor the country's wealth, the welfare and security of the people.

The First Secretary’s intervention express clearly that the development of the national economy, together with the struggle for peace and the ideological firmness, are the main tasks of the Party.

Raul insisted, in terms of the cadre’s policy, the need to increase the promotion of women, young people, blacks and mestizos in decision-making positions and the creation of a reserve to ensure the sustained renewal of management positions in the Party, State and Government.

Diaz-Canel stressed that the Central Report clarifies that in Cuba there is and will be one Party, Marti, Balino, Mella and Fidel’s, which guarantees the unity of all Cubans.

The delegates agreed that the confrontation with the ideological political subversion, the formation of values in society and the attention to childhood, adolescence and youth are strategic issues for the very existence of Cuba as a sovereign nation.

The resolution agreed to recommend the implementation of the suggested policy related to age terms and limits for leadership posts in state and governmental institutions.

Similarly, the plenary of the Seventh Congress agreed the study of the Central Report to the militancy of the Party and the UJC and encourage the debate to cover the entire population.

The Seventh Party Congress will conclude tomorrow April 19, a day where the members elected of the Central Committee, the Politburo, the First and Second Secretaries, and Secretariat will be announced.
