Havana, Cuba_ The work of the organization in the fulfillment of the objectives from the First National Conference and guidelines of the First Secretary of the Central Committee was discussed in the Commission four of the Seventh Party Congress, Granma publishes.

The committee, chaired by Salvador Valdes Mesa, Politburo member, was attended by 241 delegates and 60 invitees.

The report presented was based on the analysis that took place in the expanded plenums of the municipal and provincial committees and the auxiliary structure of the Central Committee and in reflection promoted by the militants in the assemblies of the work balance of the Party in municipalities and provinces and the considerations made by the plenary sessions of the national committees of the UJC and the mass organizations.

They also got the opinion of the the FAR and MININT’s political bodies as well as those given during the XII Plenum of the Central Committee.

The document makes it clear that strengthen unity, promote and concrete the participation of youth, workers and all the people in the tasks required in the current scenario demands of cadres and the membership to change habits, obsolete concepts and criteria and leave behind the old mentality to act with a transforming intention without leaving the main ideological foundations of our revolutionary process.

Similarly it argues that building a sovereign, independent, prosperous and sustainable socialist society will only be irreversible if together with the strengthening of the ideological, economic, social and cultural aspect we improve the institutionalism achieved, accompanied by mechanisms for citizen participation, taking into account that generational changes introduce new experiences, experiences and motivations.

Valdes Mesa explained to delegates that in the consultations carried out on the implementation of the objectives of the First Conference in the provinces, there were 979 participants, including 210 delegates with 618 interventions, and over a thousand were made by the guests.

Of these interventions they took 279 proposals and 242 were approved.

They studied the proposals, were adopted or not, for the new report and the minutes of the committee meetings held in the provinces and in the new document are included the highest number of proposals, when they support the content.

The discussion in the Secretariat and the Political Bureau contributed modifications that improve and concrete the contents without changing the essence.

The objectives yielded different degrees of compliance. The resolution contains and traces the main lines that support the work of the Party and the continuity of the goals.

On the reduction of the Party’s membership, he explained that is a tendency that keeps present since 2006, and it’s influenced by different factors such as the regulations that were established during a period for entry in some sectors, disinterest to belong to the organization, an increase of militants who requested their deactivation, and reduction of the entrance of militants from the UJC, among others.

Gladys Martinez Verdecia, delegated for Pinar del Río, expressed that we are witnessing a vital matter for the Party, because it is a voluntary process in which it should prevail the exemplariness of the people proposed, and it should always have to be consulted with the masses.

She said that if in 2015 her province was able to grow in all municipalities, this was due to the work of recruitment in the grassroots organizations. There are still reserves in the labor and peasant sectors, where the number of members is still under the percent.

We should continue working with the growth in the non-state sector.

"It is unfortunate that there are persons with merits but who do not receive enough attention. This is a vital issue for the Party, is a voluntary process but must have quality”, she said.

Meanwhile, Valdes Mesa said that we must reverse that trend with quality in the selection. He pointed as another concern that there is considerable number of working groups that have no nuclei of the Party; it should also be considered the militants that are at present in now non-state forms of management.

Camilo Hernandez, delegate from Havana, insisted that the base organizations are the first who should see for their workers, identify them and grow with them, and this not done is not because there is some accommodation.

"This growth process requires the work of the cadre towards the intern of the organizations, because there are workers with possibilities, outstanding in their jobs, with conditions to entrance the Party, as well as students”, Hernandez said.

The issue of deactivation is essential and in the year ended this figure decreased. It is worrying that in some grassroots organizations this decision was not taking seriously and there is almost always an ideological and political background. It also responds sometimes to a bad treatment of deactivation process and requires a political analysis, an exchange, because there are many militants who change their decision after talks.

Meanwhile, Pablo Gomez, Havana delegate and member of the working group of the Party in Venezuela, drew attention to actions as the granting reference paper to young people, which can be a stimulus for their future membership.

He said that from all the nuclei in Venezuela, 95 percent are mixed, which provides valuable work experience, it gives dynamism and stand out in the political preparation of young people, with an active role in other activities, such as the social networks.

In that sense Rafael Pimentel, delegate for Camaguey, said that working with young people is a priority for the growth of the PCC.

Yuniasky Crespo, delegated from Las Tunas, said that one of the causes of the decline are the militants who come from the ranks of the Young Communist League, which is the reserve of the PCC, and since the moment of entering in that organization they must have the aspiration to move to the PCC.

She emphasized that we cannot speak of a process of growth in the PCC if the ranks of the UJC does not grow equally and we don’t have to wait to be 30 years to be member of the PCC.

Valdes Mesa added that the Secretariat of the Central Committee has evaluated this particular and that it should deepen their causes. It was also evaluated the functioning of mixed nuclei are also evaluated.

"The strength of the Party must be determined by the quality of its membership, but we also need militants and we have the reserve for it”, the member of the Politburo stressed.

Yolanda Ferrer, delegated for Pinar del Rio, reflected on the need of not losing Marti's legacy, the Marxist-Leninist theory and the improvement of teaching and dissemination of the history of Cuba, purpose in which it is vital the preparation of teachers to break with guides and formal learning.

Meanwhile, the guest from Artemisa, Marta Villalon, referred to the affiliation of workers and how the first step in every workplace is to ensure that each worker feel represented by the union.

The head of department of the Central Committee, Roberto Montesino, reflected on the fact that all the factors that influence the functioning of the PCC, must be appreciated linked to the complex economic and social situation in the country, and its impact on everyday life of the population, reflected in their interests, expectations, motivations and political and ideological positions, all of which also shapes the perception of militancy by youth.

Edelio Rondon, delegate of Las Tunas, insisted on preserving the bond of the leaders with the people and the need for risk perception in the political-ideological work.

He added that the enemy subversion is betting on young people and workers in the nonstate sector.

Miriam Brito, invited to the congress, added that tthe figure of the delegate and the mass organizations have to evaluate the methods used and make necessary changes.

Yunel Hernandez, delegate for Granma, said that some do not support the measures being carried out in the country, and addressed the role of the Committees for the Defense of the Revolution, the Federation of Cuban Women, the National Association of Small Farmers and the Party as part of the leading role in the neighborhood, the farsighted look, to learn of these situations and their causes and that sometimes it has to do with the role these organizations play in the neighborhood.

Odalis Fuentes, Guantanamo delegate insisted that the Party should be strengthened in the areas of residence, because not always the militancy has an active role in the politic processes occurring in the community.

Meanwhile Adrian Fonseca, delegate for Sancti Spiritus, addressed the improvement of mass media in their role in the consolidation of the revolutionary process.

He insisted that the media should contribute to the debate and help the consensus and national unity, and that overcoming this sense is fundamental.

He emphasized that they must provide accurate and timely information, as this allows gaining credibility.

He stressed the importance of not allowing information gaps and not taking away from the revolutionary means the ability to report first.

"We must forge a communicational culture to maintain the work of the Revolution", he said.

In the discussion there were also present Olga Lidia Tapia, member of the Secretariat of the Central Committee, Orlando Sardiñas González and Miguel Mario Cabrera, deputy heads of Department of the Central Committee and Julio Cesar Garcia, an official from the office of the Second Secretary.
