New norms for the Granting of Enrollment in Children's Daycare approved in Cuba.

Cuba: In order to prioritizing the treatment of mothers with children who have special educational needs, those with two or more children, and students with early childhood children, the Ministry of Education of Cuba approved new norms and procedures for the Granting of Enrollment in Children’s Daycare centers.

Resolution 172/2021 highlights as a requirement for the granting of Children’s Daycare centers that the mother be a student or a worker, regardless of the sector of the economy where she works and her place of residence; In addition, it updates that parents or guardians who meet the same condition can benefit, as long as they exercise the custody and care of the minor.

It refers that the grant applications are made by the working mother, father or guardian, by submitting the form “Application for Entrance to the Children’s Daycare centers.” This form must be signed and minted by the personnel authorized to control the work activity in your body or entity if you are a worker in the state sector or, by the Municipal Directorate of Labor and Social Security in the case of the non-state sector.

In case the mother is a student, that form is prepared by the director or dean of the faculty, which is shown to the designated official in the municipal directorates of Education, together with the minor’s card and identity card of the mother, father or guardian.

Exceptionally, enrollment is granted to the children of mothers who do not have an employment relationship, in childcare centers in rural areas, with skills that are not used due to lack of demand and where there are no requests from working mothers.

As an order of priority, mothers who are going to have their second child, those who care for the elderly or people with disabilities, and those with certain social problems were established.

As for working mothers whose children have special educational needs, enrollment is granted provided that the characteristics of these institutions guarantee their safety and that of other children.

The legal norm emphasizes that deaf mothers with hearing children, even if they do not work, have priority as long as there is capacity, taking into account the possibilities offered by the institution for communication; Enrollment applications are accredited by the National Association of the Deaf.

Meanwhile, the applications of mothers with disabilities who do not work are casuistically evaluated in accordance with the priorities of the municipality and the associations of people with disabilities are consulted.

It adds that mothers in a condition of deprivation of liberty maintain the right to enrollment if the person in charge of the child is limited to work.

In the case of available workers, they maintain their right to childcare for a period of up to 6 months, the payment of the first month will be made for the amount in which they had been doing it and from the second month until the sixth, they pay 50 percent of the fee.

The Gazette also informs that the enrollment granting process is carried out in the months of May-June, taking into account the transit of children to other years of life and to primary school.

Meanwhile, the granting of enrollment to children in the second year of life is carried out every month, for those born in the current month or who are 11 months old and walk.

In the case of transfer between provinces, the mother, father or guardian presents the administrative and health file, the educational follow-up file and the interview with the family at the Municipal Education Office, which is reviewed by the Head of the Department of Education. Early Childhood Education, who attaches a referral letter for the destination province, refers to the text.
