Havana: Given the complex epidemiological situation facing the west of the country, and especially Havana, it has been decided to implement new restrictive measures as of September 1 to reinforce physical isolation in the Cuban capital, Cubadebate publishes.

These provisions were approved this Thursday in the Provincial Defense Council, with the presence of José Ramón Machado Ventura, second secretary of the Party’s Central Committee; Manuel Marrero Cruz, Prime Minister and Víctor Gaute López, member of the Secretariat of the Central Committee of the Party and head of the Ideological Department.

Measures from the labor point of view: Real use of telework

Regarding labor-related measures, the governor of Havana, Reinaldo García Zapata, specified that:

? Centers that are not for continuous production or prioritized services must remain closed or with the minimum number of essential workers. For this, it is necessary to re-analyze what is currently happening and each agency will make the corresponding proposal.

? The real use of teleworking and remote work will have to be evaluated center by center.

When evaluating the economic measures, the vice president of the Defense Council in Havana said that, of a total of 566,370 workers in the province, 97,409 are working remotely, that is, only 17%.

Provisions to reduce the mobility of people and vehicles

As part of the new control actions, the city governor reported that the mobility of people and vehicles is prohibited from 7:00 p.m. until 5:00 a.m. the next day.

To do this, it was decided to establish joint working groups with the control bodies (PNR, MITRANS State Transport Inspection and DGT).

It is established as a model of action against those who violate this provision: the withdrawal of registration and circulation for its conservation as a deposit. On the other hand, in the case of state vehicles, the corresponding administrative measure will be required from drivers and managers.

The transfer schedules of the workers of the production and service entities will also be readjusted for the effective fulfillment of this measure.

As explained by García Zapata, the current authorization of VÍA LIBRE (26200) will be re-evaluated in national and provincial entities to reduce the number of vehicles in circulation. In no case will the existing ones be increased. In correspondence with this, a new model of FREE ROAD circulation will be established.

Other measures will regulate the mobility of citizens and vehicles:

? Dispatches will be carried out with all the OACEs, OSDE, and political and mass organizations and religious institutions to carry out a reassessment of the limitation of the demand for circulation of the current authorized equipment.

? The means of transportation of cargo or mass of personnel linked to assurances to production or vital services, which maintain the current approved system, are excepted.

? The movement of cars, motorcycles and private means of transport will be significantly restricted.

Similarly, the official insisted on the need to reduce pedestrian traffic on the streets.

In the case of private vehicles, the Provincial Defense Council will evaluate exceptional cases that need to move. In the case of requests for departures for the provinces, a verification of the situation will be established with the authorities of the territories and only then will the trip be authorized.

In parallel, the interprovincial transfer for tourist, vacation or other reasons is eliminated. The entry or exit of Havana is highly restricted.

As part of the actions to be implemented in relation to the mobility of the residents in Havana, it was also decided:

? Update the action model at the 12 entry control points to Havana with the new prohibitions. “To enter or leave the city you must be duly authorized and it will only be in exceptional cases?, he declared.

? Eliminate for 15 days the departure from Havana for work reasons to all organizations and institutions. For which the permanent authorizations issued to date to leave Havana are invalidated, until other measures are not available:

Exceptional cases will be authorized upon request of the heads of agencies and institutions to the Provincial Defense Council.

Once approved, the temporary permit will be issued.

National bodies will only be authorized by the Prime Minister, who will present that request to the Defense Council.

How will the sale of products to the population be organized?

The Havana Defense Council also approved a group of measures to organize the sale of products to the population in the different institutions of the city.

In the first place, its vice president indicated, the transfer between municipalities of people who exercise the activity of private street vendor will be limited, with the aim that there will be no mobility and they only market in their municipality of residence.

In addition, a group of actions were designed for the currency collection stores CUC, MAI, Ideal Markets and others:

? Propose sales and service hours from Monday to Saturday from 9:00 a.m. to 4:00 p.m. and Sundays from 9:00 a.m. to 1:00 p.m.

? Organize and promote the sale of food and toilet modules to those centers that are essential at this stage.

? Limit the sale to food products, hygiene products and alcoholic beverages to consume at home.

? Sales in MLC are maintained.

? Locate points of sale in places where the commercialization of these products is most unprotected.

In parallel, to reduce the mobility of people associated with the purchase of high demand products in CUC through the CIMEX stores, Caribe and Caracol stores, these purchases are restricted only to the municipality of residence of the people. The document that proves it will be the identity card.

García Zapata specified that the current product marketing network will continue to be used, to which 139 points are added in the neighborhoods.

More rigorous disciplinary measures: Apply severe fines with high amounts.

During this period, it is also decided to empower the governor with a legal instrument that allows the application of severe fines with high amounts in events such as:

? The non-use or incorrect use of the mask face.

? The non-existence of foot steps, chlorinated or alcoholic water solutions in state entities, services to the population, non-state forms, as well as non-governmental associations.

? The permanence of people in living areas, parks and public roads outside the established hours.

? The use of cultural and sports areas.

? Carrying out exercises, games or stays on public roads.

? Allow minors or disabled adults to be on public roads, parks or other areas, to which the guardians will respond.

? Keep premises, gastronomic facilities or services open outside the established hours for any form of management.

? Holding parties of any kind.

? Drinking alcoholic beverages in public places.

? Other provisions that regulate the health authorities of the municipality or province.
