Havana, Cuba: The Council of State of the Republic of Cuba met on the afternoon of this Friday, via videoconference, from the Capitol of Havana, chaired by Esteban Lazo Hernández, head of the National Assembly of People’s Power, and was attended Miguel Díaz-Canel Bermúdez, President of the Republic, and Manuel Marrero Cruz, Prime Minister.
In the session, the participants evaluate the compliance with Agreement No. 121 of the legislative body, of October 21, 2020, by which, in response to the difficult situation generated by Covid-19, it was decided not to carry out the process of accountability of the delegates to their constituents last year.
Also by this agreement and to supplement the above, the delegates were released from their job duties and the Municipal Assemblies of People’s Power and the Popular Councils were instructed to carry out actions aimed at achieving a greater bond between these representatives and their constituents.
The members of the Council of State agreed that the actions carried out allowed the delegates of the People’s Power to maintain a more active participation in the constituencies, to achieve greater interaction with the population, and to promptly resolve the issues.
In addition, this body, in correspondence with the Legislative Schedule, approved the decree-law “On Animal Welfare”, which will enter into force ninety days after its publication in the Official Gazette of the Republic.
This normative provision establishes the obligations of institutions and natural persons with respect to the protection and care of animals, and will contribute to raising awareness among the population in respect and responsible ownership of them.
When speaking, the President of the Republic stressed the importance of the modern decree-law, tempered with today’s Cuba and the result of dialogue with the population, as a faithful reflection of our socialist democracy.
The Council of Ministers, within a period of up to ninety business days from the approval of the aforementioned decree-law, will issue its Regulations.
