Award conferred by the Young Communist League of the Republic of Cuba. It is granted to people with outstanding merits who previously received the Abel Santamaría or José Antonio Echeverría medals.
It will be exceptionally granted to those who did not receive these decorations, when they perform important tasks inside or outside Cuba indefinitely, with a relevant result. Individuals linked to the training of the new generations of Cubans, even though they may not be young, may exceptionally be proposed.
