At a time when the country was in need of good health infrastructure, many health departments in cities and counties nearly collapsed, showing how ill-equipped they are to carry out basic functions.
Academics say that the United States Public Health system constitutes ONE of the many weaknesses that continue to leave the country ill-prepared to handle the new coronavirus pandemic.
