A gigantic task conceived a decade ago, and now underway, to bring order to the dual currency and exchange rate, the excessive subsidies, undue gratuities and to carry out a comprehensive reform of wages demanded for years by workers and retirees.
The purpose is based on the updating of the economic and social model approved and ratified in the VI and VII Congresses of the Party, and in other governing documents of the life of the nation. The country’s top management has explained that due to its comprehensive characteristics this is one of the most complex tasks that have been faced in the economic order.
In particular, the transformation of income represents a need that means, first of all, an opportunity for the growth of our companies, both domestically and abroad, which translates into benefits for all.
Its implementation shows the concern and occupation of the Government before the complaints of those who have on their shoulders the responsibility of guaranteeing production and services. The commitment of government authorities includes the will to rectify mistakes and clarify any misunderstanding among citizens.
In the current circumstances, the trade union movement has transcendental missions that must be assumed by the base organizations and the workers all. As has been reiterated, nothing can be strange to it. In its responsibility to organize, represent and mobilize workers, its responsibility is to attend with priority every step in the materialization of such an essential transformation.
This economic and financial ordering of the country is made at the complex moment in which, to the present world economic crisis, the growing sharpening of the genocidal policy of the blockade, and as a consequence the low availability of freely convertible currency, was added from very early in the year 2020 a pandemic that has caused the Cuban State additional costs in the amount of more than 1,300 million pesos, a fact that ratifies the concept that in our society the focus of attention is the human being, its life and its health, unlike the predominant procedures in the world marked by economic interest.
It is necessary to understand that the developing process alone does not solve all the issues; It is demanded to achieve a superior result in efficiency, work organization, discipline, quality, savings, compliance with consumption rates, from our own efforts. It is necessary to work with tenacity, demand and awareness to generate goods, create wealth, and provide optimal services. Along this path, we will be building the desired and necessary development, the socialist, prosperous and sustainable society to which we aspire.
It will also be essential to maintain the constant dialogue that expresses our convincing arguments for the need to change everything that is owed in favor of a better country. We must also confront media campaigns that try to misrepresent the process.
A leading role is played by workers, peasants, women and youth in the production of resources that promote the well-being of the population. In the contribution of their hands, commitment and sensitivity rests to a large extent the defense and the triumph of the Ordering Task.
In this sense, the conditions have been favored so that those who work in the business system, and within it in the basic sectors of the economy, can adopt decisions that strengthen their management, and fully exercise the powers granted, which will allow them to reaffirm as the fundamental productive structure of the country’s economic development.
No less important role is played by non-state workers, who are considered economic actors on equal terms. Of course, as never before, it becomes essential to reason that individual interest should not prevail over the collective and social, because it is vital to work for the development of the nation. We are encouraged that Cuba lives with the support of each of its sons.
As a principle embraced since the triumph of the Revolution, on January 1, 1959, no one will be left helpless and each step that is taken will be supported by the effort to strengthen the unity of the people and the defense of social conquests.

Miguel Díaz-Canel Bermúdez, President of the Republic, when announcing the beginning of the monetary and exchange unification and the salary reform, affirmed: “We reiterate the importance and significance of this task, which will put the country in better conditions to carry out the transformations that the updating of our economic and social model demands, on the basis of guaranteeing all Cubans the greatest equality of opportunities, rights and social justice, which will be possible not through egalitarianism, but by promoting interest and motivation for the job”.
