Havana, Cuba: The First Secretary of the Communist Party and President of Cuba, Miguel Díaz-Canel Bermúdez, recognized the role of universities in the implementation of the Government management system based on science and innovation during a meeting held this Monday with executives, scientists and experts from the Ministry of Higher Education, Radio Habana Cuba publishes.

In a meeting with managers, scientists and experts from Higher Education, Díaz-Canel emphasized the need for the knowledge sector to play its part to develop and apply the government management system that we have proposed at the country level based on science and innovation.

The alliance with the University is essential for the Cuban economic and social development and highlighted its leading role in the implementation of the Government management system based on science and innovation.

We can say categorically, Díaz-Canel said, that if the Ministry of Higher Education does not play the fundamental role that corresponds to it, we cannot develop and apply what we have proposed.

With more than 130 research programs and projects aimed at interconnecting higher education centers with local development and business systems, the president insisted on the importance of strengthening the link between knowledge and the production of goods and services in search of the best solutions and the stimulation of progress.

“We have good examples in the creation of science and technology capacities well-articulated with society, as is the case of the biotechnology and pharmaceutical industry, but these results are unfortunately not achieved effectively in all sectors,” said the head of Condition.

The insufficient preparation of the actors, bureaucracy, and slowness in the implementation of scientific results are among the barriers that still persist, said the president, who while acknowledging the progress in the integration of university processes, interdisciplinary and its link with different sectors.

The president urged a change of mentality in the main decision-makers, raising the preparation of innovative cadres, as well as promoting the search for territorial potentialities, establishing an integrating mechanism.

In this sense, the achievements of the western province of Pinar del Río stand out, where the government-university alliance allowed the design of 11 local development strategies, in tune with the priorities of each municipality.

The Minister of Higher Education, José Ramón Saborido, stressed that two fundamental aspects govern the work of said institution, the improvement towards the internal, and the creation of capacities for the existence of this administration system based on science.
